Biosimilars in the new NHS: proposals for action

This report, which was the focus of the first round table of the IV National Conference on Biosimilars, suggests 14 proposals for action to promote the use of biosimilar medicines in the National Health System (SNS) in the current post-pandemic context. It is a consensus document in which several experts from different disciplines have participated (academic, care, pharmaceutical management and policy fields and a representation of patients). The proposals try to put into practice recommendations of a more global nature that since mid-2020 various national and European institutions have suggested for the promotion of biosimilars. To do this, the group of experts used an extensive review of international experiences that have proven to be successful. The measures are presented in four blocks depending on the theme and range from specific incentives for the research, development and production of biosimilar medicines in the national territory, to the establishment of objectives, the use of incentives such as gainsharing or the carrying out of marketing campaigns. awareness.

Report

Public procurement of biosimilar medicines in the National Health System

The second table of the IV National Conference on biosimilars addressed the public purchase of biosimilars in the SNS. This issue was already the subject of study in this report prepared by Tesera de Hospitalidad, a consultant specializing in public health contracting, and commissioned by BioSim, whose public presentation took place on November 30. The objective is to serve as a white paper for the public purchase of biosimilars for the Administration, that is, to guide the contracting authorities to configure their bidding procedures. On the one hand, it includes general aspects of public contracting and, on the other, it analyzes published files and resolutions of the contracting courts. All this with the aim of establishing practical recommendations to adapt Law 9/2017 on Public Sector Contracts to the acquisition of biosimilar medicines. It ends with the proposal of an optimized purchase model that reconciles the monitoring of the Law with the particularities of biological medicines. Includes a checklist for the contracting authority.
