The text is intended to be a white paper that serves contracting authorities as a reference guide when setting up their procedures. Thus, on the one hand, it includes general aspects of public contracting and, on the other, it analyzes published files and resolutions of the contracting courts in order to establish a series of practical recommendations to adapt Law 9/2017 on Public Sector Contracts to the acquisition of biosimilar medicines.
